Mind Reading Permission Post
So since Akira is a powerful esper with some crazy abilities, I figured that it's in everyone's best interest to do a quick permission post regarding this. While he has plenty of abilities, this is his main schtick. This will be a blanket question all around.
Can Akira read your character's mind?
Mind reading is simply just him reading surface level thoughts. This is basically what a character is thinking of in the heat of the moment. So if your character had thoughts in italics or was thinking something in brackets without saying it out loud, then Akira would be able to pick up on that. You can also tell me anything interesting like fears, people they care about, etc. that he might notice as well.
This is also where you can tell me if your character has any "mental barriers" that would block him from reading their mind at all. Or if they have something inside of their mind that Akira might pick up on.

Mafuyu has a lot of [static noises] and hollowness that he can probably pick up if he wants to.
Inaba has a nullification ability that generally allows blockage of mindreading and that's something that can probably be picked up on. If she has nullification off, yes, you can read her mind, sure.
Echidna definitely has mental blocks given who she is!
Yor is 100% free game always because gestures at her canon. Hanyuu is also free game too!

Rosaline here on the other hand is a trickier character, and would have a strong barrier up to prevent mind reading. She's had to train her mind for [REDACTED].
